Twilio is not a single public opt-out database
Twilio operates communications and customer-data products. The correct privacy route depends on whether Twilio is the controller of the relevant data, a processor acting for a Twilio customer, or the sender of a marketing message. Twilio’s Privacy Notice was last updated April 9, 2026, and says its controller responsibilities differ from its processor responsibilities. Treat the account, end-user, website, and product-data paths as separate request contexts.
Choose the Twilio request route
- Step 1: Identify your relationship. Decide whether you are a Twilio customer or account user, an end user who interacted with a Twilio customer, a visitor whose information was collected on a Twilio website, or a recipient of Twilio or customer marketing. The same email address can appear in more than one context.
- Step 2: Use self-service for your Twilio account. Twilio’s retention and deletion guide says customers can manage their own data through the Console and product APIs. Account closure or deletion is permanent, so download anything you need and record the account or product scope before submitting.
- Step 3: Contact the controller for customer-controlled end-user data. If a company used Twilio to send you a message, call you, or process your information, Twilio says it acts as a processor or service provider for that communication content and directs non-customers to the Twilio customer or controller. Twilio also says third-party data-subject request agents cannot submit those non-customer requests on your behalf.
- Step 4: Use Twilio’s privacy contact for controller-held website or account data. The current Privacy Notice lists self-service through the Twilio Console and Customer Support for requests outside those tools. It identifies privacy@twilio.com as the Data Protection Officer contact. Include only the relevant relationship, request type, and matching account or record context.
- Step 5: Keep marketing and cookie choices separate. Use the unsubscribe link in a Twilio marketing email, Twilio’s communications preferences, or the cookie and targeted-advertising controls described in the current notice. If a Twilio customer sent the message, contact that customer; Twilio says it cannot remove you from the customer’s mailing list.
- Step 6: Use product-specific deletion controls. Messaging, SendGrid, Segment, recordings, and other services can have different APIs, retention periods, backups, and controller responsibilities. A general privacy email or account closure is not proof that every product copy, message record, event record, backup, or customer-controlled copy was deleted.
- Step 7: Save evidence and verify the same scope. Keep the date, route, account or product, request details, request or API identifier, and any response. Recheck the exact product or controller record separately; an account response does not prove deletion from a customer’s systems or unrelated services.
What information may be needed?
Prepare the Twilio account or product context, the action requested, and the minimum matching identifier the live route requires. Twilio’s current Privacy Notice says it may verify certain requests through proof of recent interactions or login verification. It may require an authorized agent to provide a power of attorney or written authority. The cited notice does not state a standard government-ID requirement.
