What “assessed” means here
SNAPSHOT_ASSESSMENT_COMPLETE means every expected field has an explicit state in the captured research snapshot. It does not mean every field is known, every source was rechecked, or every request route produces a removal outcome.

The current evidence bundle does not contain a value. This is not proof that the fact is absent.
Unknown
The record preserves uncertainty or an unresolved state instead of guessing.
This does not prove that every source was searched, that a route accepts requests, that a request was delivered or accepted, that information was deleted, or that information will not reappear. Promotion and claim expansion still require source review and explicit approval.
